An unnamed Rotterdam refinery and an unnamed recruitment agency have been fined €1.94m (£1.68m) apiece after inspectors from the inspectorate of the Netherlands’ Ministry of Social Affairs and Employment (Inspectie SZW) found 242 Romanian workers were being employed without the correct permits.
