New statistics for the government’s Work Programme show that 45% of providers of the scheme are meeting or exceeding their targets for helping Jobseekers Allowance (JSA) claimants.
But while most providers are coming in below expectations, performance this year represents a major improvement on the first year of the scheme, which started in June 2011.
In the second financial year of the scheme, ending in March this year, 18 of 40 providers met their target for helping JSA claimants aged 18 to 24, the same number as hit the target for helping those claiming JSA aged 25 or over.
Within the lower age band, G4S’s provision for Kent, Surrey and Sussex achieved job outcomes for 42% of participants, the highest rate nationally. Working Links (Emp) in Wales was the least successful provider at 24.9%.
For the 25+ bracket, the top performer was Maximus Emp UK, in the Isle of Wight, Hampshire and the Thames Valley regions, with 45.1% of referrals achieving a job outcome in the year. The worst performer was A4e in South Yorkshire, at 15.5%.
The average job outcome rate for all providers was just over 5% in the first financial year of the scheme for both age groups. It has now risen to over a quarter for older jobseekers and a third for those in the younger age group.
However, firms continue to significantly underperform in terms of referrals in receipt of Employment Support Allowance. JSA claimants make up most Work Programme participants.
In the period from 1 June 2011 when the programme was launched to 31 March of this year, 1.2m people were referred to the programme, with 132,000 job outcome payments being made to providers, representing 13% of eligible referrals getting into work.
