Specialist recruiting group Hays on Monday called for a moratorium on new employment legislation and a reconfiguring of Jobcentre Plus in launching a “manifesto for employment”.

Contractor accountancy firm ClearSky Accounting has called for IR35 to be simplified rather than review the legislation, which the Tories have committed to, should they win the election.

Shadow business minister Mark Prisk, in a letter to PCG chairman Chris Bryce, said: “A Conservative government would undertake a fundamental review of small business taxation matters, including IR35.”

Employees are working harder to beat the recession but half have said the level of work is unsustainable.

According to the research, conducted by management consultancy Hay Group, 65% are working unpaid overtime and more than a third have increased the amount of overtime they have put in over the past 12 months.
