Russia changes work permit system for CIS nationals

Russia will overhaul its work permit system for companies employing nationals of the Commonwealth and Independent States (CIS), according to a report from The Forum of Expatriate Management.

Under the new system that takes effect 1 January 2015, CIS nationals will no longer be required to apply for standard work permits. It was also reported that standard work permits will be replaced by ‘work patents’ governing CIS nationals’ stays and employment in Russia.
According to the article, employers will not have to sponsor a CIS national’s initial work patent application and they will not be subject to quotas. While some of the measures ease rules for businesses employing CIS nationals, others will make it more difficult for employers who hire a large number of CIS nationals.
CIS was formed in 1991 by Russia and 11 other republics that were formerly part of the Soviet Union, including Azerbaijan, Armenia and Belarus. To date there are nine member states.
