The Advanced Procurement for Universities and Colleges (APUC) in Scotland has launched a radical new approach to procuring recruitment advertising and marketing that will allow much of Scotland’s public sector to contract directly with the media for those services.

A new year-long contract, advertised on Friday [23 November 2012] on the Scottish government’s eProcurement Portal, will run from March 2013. A six-month extension is possible.
The contract involves Scotland’s higher and further education institutions, the NHS in Scotland, the new Scottish Fire and Rescue and new Scottish Police Service, and four councils [Angus, Dumfries and Galloway, Dundee City Council, Falkirk Council].

Alastair Blair of thePotentMix, who has acted as consultant to APUC, explained the concept to Recruiter: “There are no advertising agencies involved, only media publishers. That’s what makes this such a radically new approach…Instead of the usual model where APUC would contract with an ad agency, they are going to contract directly with the media. All media which complete the tender satisfactorily will be part of the new contract. The tender has been made short and easy to answer in order to encourage a large take-up.”

Blair went on to say: “Essentially, we are asking the media to give us the same discount as they would give an advertising agency.”

Blair added that organisers of the new approach had spoken to “all the major publishing groups” to get their views. “Everyone has said they are up for this,” he said. “Recruiters will be encouraged to make use of those media which are signed up to the contract rather than those who are not.”
