The definition of pay tops a list of key areas that will be discussed today between the Recruitment Employment Confederation and with Pat McFadden, the minister for Business, Innovation and Skills, ahead of Friday’s AWD consultation.
Areas to be discussed include:
· the definition of pay
· temp to perm fees
· forming practical solutions for tackling the ‘multi-assignment issue’ - ie: where workers work on a regular basis with several different employers and could therefore acquire equal treatment rights with several end-users.
· limiting the impact on specific sectors where ‘repeat assignments’ are common place such as drivers and care
· protecting the interests of high-end agencies and interim management businesses by clearing up issues around exclusion of self-employed workers
· ensuring that there is a level playing field for public and private sector suppliers in terms of how these and other regulations are applied
REC director of external relations Tom Hadley says: “Today’s meeting is a further opportunity to make our case and put forward practical recommendations for making equal treatment measures workable in the UK.
“A number of specific concerns will be highlighted and it is crucial that the government takes on board the views of professional recruiters who will be in the front line of making new regulations work on the ground.
“We know that there is heavy Trade Union pressure to ‘super-size’ the new legislation but this latest ministerial meeting shows that the voice of the industry is being taken to the highest levels of government.”
The final version of the regulations go before parliament in the New Year.
