The Association of Professional Staffing Companies (APSCo) has slammed the Chancellor’s announcement that where the public sector engages an off-payroll worker through their own limited company, recruitment agencies will become responsible for determining whether the rules on self-employment should apply, and will be financially liable for paying the right tax.
