A lobby group for utility buyers has been launched by Bob Spears, the former technical director of the Utility Buyers Forum.

Oil company Shell will submit its trading exchange to independent scrutiny to ensure that it is operating ethically, Chris Miller, group adviser, strategic sourcing, at Shell International, told delegates.
