Social care and child care specialist Personnel & Care Bank (PCB) has appointed Janine Desmond as managing director.  

Desmond joined PCB in 1994 as a consultant and succeeds Rosalind Payne, who started the company in 1986, now takes over as chair from Dave Ainscow who recently retired.

The construction sector contracted at its slowest rate in 18 months, according to the CIPS/Markit Index.

The index posted a reading of 47.7 in August, while incoming new business posted a further decline in August, and at a marginally steeper rate of contraction compared to that recorded in July.

IT and telecoms recruiters remain optimistic in spite of the downturn, according to a poll by the Recruitment and Employment Confederation (REC).

Recruiter’s are skeptical about the prime minister’s pledge to provide an additional £79m to train the unemployed. Speaking from Iraq Gordon Brown told reporters the money would help give people the skills they needed to get back to work.

However, recruiters doubt the money will be affective in training the candidates they need to meet skill shortages.
