Heidrick & Struggles has launched a new Government & Defense Tech Practice, aimed at serving the growing demand for technology leadership within public sector organisations. With governments estimated to account for 10% of global technology and IT services spending, the firm sees this as a significant market opportunity. The practice consolidates the company’s experience from over 200 engagements to provide leadership solutions for organisations delivering technology to national, state and local governments worldwide.

The new practice will support clients by offering leadership search, development and organisational effectiveness services. It brings together more than 30 experienced partners across sectors such as IT services, aerospace and defence, energy and private equity, operating globally across North America, Europe, Asia and Australia. The initiative addresses the increasing reliance of governments on advanced technologies like AI, cloud infrastructure, cybersecurity and robotics.

• Workforce management solutions firm Matrix has supported more than 10,000 individuals across the UK into employment between March 2024 and April 2025 through its Social Value team. The efforts focused on a wide range of community initiatives, including employability workshops, career guidance and volunteering opportunities. These programmes were designed to help students, jobseekers and public sector employees gain essential skills and access new career pathways.

• UK start-up Project Brains has launched ProdigyPB, an AI-powered platform designed to revolutionise job description creation and recruitment. Tailored for SMEs, growing businesses, and HR teams, ProdigyPB helps define precise hiring needs by aligning job roles with specific business challenges. The tool generates clear, bias-free job descriptions in seconds and enables users to engage with vetted fractional specialists from Project Brains’ talent pool, according to a company statement. ProdigyPB is currently available in Beta across the UK.

Jobmatch Sweden, a leader in occupational psychological testing, is expanding in Norway through a new partnership with consulting firm Sund Raad. Sund Raad, which focuses on enhancing employee engagement for small and medium-sized businesses, will integrate Jobmatch’s DNV-certified Talent test into its services. This marks Jobmatch’s second partnership in Norway, following its 2022 collaboration with Hapro Jobb og Karriere. Jobmatch Talent is a scientifically validated tool used for recruitment and employee development, according to the company press release.

• STEM recruitment specialist Matchtech has launched STEM Futures, a free, on-demand employability platform aimed at helping young people break into engineering and technology careers. The programme includes expert-led sessions on job search strategies, CV writing, interviews and personal development, and is part of Matchtech’s broader initiative to address the STEM skills gap and support emerging talent.

In addition, Matchtech has awarded the first two grants from its Materna Fund, a £2.5k bursary created to support engineering students facing financial hardship. The inaugural recipients, Sergio Carreno Vargas and David Sarembock from the University of Portsmouth, are using the funds to focus on their studies and development without the added pressure of financial strain.

Meet Life Sciences has launched Synergy, a new standalone service designed to tackle people capability challenges in the life sciences sector that go beyond recruitment. As part of Meet’s evolution into a full-service talent solutions partner, Synergy offers tailored support in areas like workforce planning, leadership development, skills mapping, culture embedding and organisational design. Led by vice-president Kirsty Wilson, the service is built specifically for the life sciences industry and is focused on delivering measurable, outcome-driven solutions. Unlike traditional consulting, Synergy provides hands-on support from design through to implementation, helping clients build the capability needed to grow, adapt and lead in a competitive global market.

Right Management, part of ManpowerGroup, has launched a refreshed brand strategy called ‘The Right Way’. It’s a human-centred, data-backed framework that aligns workforce development with business strategy. The new identity centres on ‘The Right Way loop’, a distinctive visual element with modern colours and typography that will be used across all brand touchpoints.

National student lettings agency launches apprenticeship scheme

In a bid to support young people and grow skilled and knowledgeable individuals for the student lettings sector, loc8me recently launched its 18-month programme, which is open to anyone aged 16-18. The scheme will offer hands-on experience, mentorship and the opportunity to engage in paid work.

Raffaele Russo, founder of loc8me, said: “We’re thrilled to launch this apprenticeship programme, giving young professionals a real chance to learn, grow and begin building a career in an exciting industry.

“Now more than ever, young people are seeking opportunities, guidance and goals to pursue. With this programme, we’re investing in their future – and in the future of the lettings sector.”

Apprentices will have the chance to study the theoretical and practical elements of the lettings industry, and on starting, they will be given a mentor from the loc8me team to support their development via regular meetings throughout the course.

loc8me now operates in 13 major university cities across the UK, including Loughborough, Durham, Nottingham, Manchester, Leeds, Cardiff, Newcastle, Birmingham, Liverpool, Leicester, Hull, Bath and Bristol.

Skills England launches to boost nation’s skills

Education secretary Bridget Phillipson has also today appointed Richard Pennycook CBE, former CEO of the Co-operative Group and lead non-executive director at the Department for Education (DfE), as the interim chair.

“Skills are crucial to economic growth, with a third of productivity improvement over the last two decades explained by improvements to skills levels,” the announcement said.

But between 2017 and 2022 skills shortages in this country doubled to more than half a million, and now account for 36% of job vacancies.

Skills England will bring together central and local government, businesses, training providers and unions to meet the skills needs of the next decade across all regions, providing strategic oversight of the post-16 skills system aligned to the government’s Industrial Strategy, the statement explained.

Supporting local areas to develop the skilled workforces they need – in particular across construction and healthcare – is fundamental to the new government’s mission to raise growth sustainably. By working with the Migration Advisory Committee, Skills England will also help reduce reliance on overseas workers.

Prime Minister Keir Starmer said: “Our skills system is in a mess, which is why we are transforming our approach to meet skills needs over the coming decades. They will help to deliver our number one mission as a government, to kickstart economic growth, by opening up new opportunities for young people and enabling British businesses to recruit more home-grown talent.

“From construction to IT, healthcare to engineering, our success as a country depends on delivering highly skilled workforces for the long term. Skills England will put in place the framework needed to achieve that goal while reducing our reliance on workers from overseas.”

Education secretary Phillipson said: “Our first mission in government is to grow the economy, and for that we need to harness the talents of all our people to unlock growth and break down the barriers to opportunity.

“The skills system we inherited is fragmented and broken. Employers want to invest in their workers but for too long have been held back from accessing the training they need.  

“Skills England will jumpstart young people’s careers and galvanise local economies. It will bring businesses together with trade unions, mayors, universities, colleges and training providers to give us a complete picture of skills gaps nationwide, boost growth in all corners of the country and give people the opportunity to get on in life.

“The organisation will identify the training for which the growth and skills levy will be accessible – an important reform, giving businesses more flexibility to spend levy funds on training for the skills they need, which employers have long been calling for,” Phillipson said.

Skills England will be established in phases over the next nine to 12 months to create a responsive and collaborative skills system.

The Skills England Bill announced this week will transfer functions from the Institute for Apprenticeships and Technical Education (IfATE) to Skills England.

This sits alongside work to simplify and devolve adult education budgets to Mayoral Combined Authorities to ensure that they can address their adult skills needs directly and support growth in their areas.

The announcement revealed the next steps for establishing Skills England as:

  • The first phase of Skills England’s launch involves setting up the organisation in shadow form within the DfE, and starting work on an assessment of future skills needs while building strong relationships with employers. A permanent board, chair and CEO will be appointed in due course.
  • The route for employers to shape skills training is currently offered by the IfATE. IfATE’s functions will transfer to Skills England, as part of the new organisation’s broader remit. IfATE will continue its important work in the interim as the transition of functions to Skills England is finalised.
  • Skills England will hold responsibility for maintaining a list of levy-eligible training to ensure value for money, and that the mix of government-funded training available to learners and employers aligns with the identified skills needs.
  • The government will also bring forward a comprehensive strategy for post-16 education to break down barriers to opportunity, support the development of a skilled workforce, and drive economic growth through our industrial strategy.

Ex-PSD Group MD Cooke launches financial consultancy Sowena Group

Perran Cooke has launched Sowena Group, focusing on recruiting for senior finance posts in high-growth and private equity and venture capital-backed businesses in the North-West and London regions. These include chief financial officers, finance directors, financial controllers and heads of finance for permanent, interim and portfolio roles across all sectors.

Cooke has more than 11 years’ experience of senior and executive recruitment in finance. He was previously PSD Group’s regional MD for the North, and before that was a director and shareholder at Axon Moore and a senior consultant at Frazer John Recruitment.

A statement from his company said Cooke is already working on several retained assignments and is in discussions with potential investors to support his growth plans for Sowena (which means ‘success’ in Cornish).

Cooke hails from Cornwall and moved to the North West in 2011. Sowena is based in Prestwich, Manchester.

He said his goals are to help senior finance professionals find their next career move and to assist founders and CEOs looking to hire the best talent to power expansion for their businesses, as well as supporting private equity investors with appointments in their portfolio companies.

“My plans involve developing the business organically and evolving the brand over the coming years to help more high-growth companies by recruiting for operations, technology, sales and marketing roles, in addition to finance,” Cooke said.

Cooke was on Plymouth Argyle FC’s books as a teenager, and worked as a finance broker before moving into recruitment. In addition to Sowena, he owns mortgage company Cooke Mortgages with his wife Michelle.

Met Police campaign targets recruits to become the change

Under the New Met for London plan, the campaign is intended to transform the Met, with Commissioner Sir Mark Rowley putting change at the centre of his vision for the future.

The campaign, which has change as its theme, is being designed and run by creative agency Pablo and recruitment marketing agency UNLIMITED.

“The work is truthful in recognising that change isn’t for everyone. The Metropolitan Police Service needs people who want to change things for the better; society, London and themselves,” said a statement from the creative and marketing team. To date, research from UNLIMITED’s Human Understanding Lab has determined that a large pool of Londoners exists “with the energy and desire to make a positive difference”, the creative and marketing team said.

“We found that by shining a light on the rich and varied skills and strengths it takes to be a police officer, those Londoners were more likely to see themselves in the role; empathy, respect, resilience, courage are all values that tally with a fundamental desire to change things for the better.”

The campaign, ‘Change Needs You’, aims to highlight the importance and impact of Met Police Constables, while acknowledging “it’s anything but an easy job”. 

Inspired by and featuring real Police Constable stories and experiences, the multi-channel campaign speaks to the special skills The Met values in its officers. “It shines on real life frontline officers who described the creative as both highly realistic and making them proud to be Police Constables,” the creative and marketing team said.
