Microsoft Dynamics staffing specialist Cognitive Group has appointed Chris Hemming to the newly created role of head of public sector.

Hemming joins from private and public sector recruitment specialist Morgan Law.

Meanwhile, Sean Gorman is promoted to director of performance from head of delivery.
