GLA looks forward to improvements and civil sanctions

The head of the Gangmasters Licensing Authority (GLA), the public regulator of labour suppliers to horticulture, food processing and packaging, forestry and shellfish gathering industries, says he welcomes the government response to a formal consultation on the organisation’s scope and governance.

Paul Broadbent says he was “in particular” pleased with the proposals “to exclude certain low-risk activities from our regulatory remit” and instead concentrate on high-risk cases where exploitation is more substantial.
A next step welcomed by Broadbent is the introduction of new civil sanctions that the organisation says will “provide the GLA with extra ammunition in the battle to protect vulnerable and exploited workers”.
Parliament is to look at statutory implementation of the various reforms, which should come into force in two batches in October this year and April next.
