Working in post-conflict reconstruction situations has similarities to recruitment, according to Andy Bearpark, director general of the British Association of Private Security Companies, and former private secretary to Margaret Thatcher.

Bearpark was speaking recently at the Forum of Professional Recruiters' breakfast seminar in London about his experience in dealing with failed states.

"In both our situations," he told the meeting of about 40 recruiters, "we are dealing with total uncertainty, and so planning the tiny details makes all the difference in both our areas of work."
