International recruiter Kelly Services has appointed John Callagher general manager for the firm’s staffing operations and financial recruitment arm Toner Graham.

John Callagher was previously Grafton group’s director for international operations and before that held senior positions at Nicholson International, Antal and Alexander Mann Solutions.
