Manpower has won a £18m contract to supply temporary staff to Hampshire County Council.
The contract, to provide general administrative, clerical, care and social workers will run for three years and is expected to be worth around £6m a year.
Under the terms of the agreement, Manpower will also provide professional staff such as surveyors.
The council had previously worked with 130 recruitment agencies and it is hoped the new agreement will generate cost savings of £250,000 a year.
