The government seems to be moving towards a single new companies act. Should the needs of companies be addresses separately?

Now is the time to consider a small companies act to serve the needs of more than 600,000 companies with only one or two shareholders. These are usually husband and wife. Typically, the turnover is below £1m and the business is uncomplicated by involved financial or international contracts and subsidiary companies.
