A little local difficulty

The agenda for supporting local business is laudable. But, argues Peter Smith, it must not distract purchasers from choosing suppliers that offer the best value for money

I hesitate before writing this because I stand to be accused of outdated thinking and all sorts of heinous crimes, but the current agenda for supporting local business in public-sector procurement worries me.
