New regulations for framework agreements are designed to ensure that public-sector buying remains competitive. But there is also a certain amount of flexibility for purchasers, says Andrew Finfer
The new Public Contract Regulations that come into effect by 31 January 2006 set rules for framework agreements for the first time. They are designed to enable public-sector purchasers to buy works, services and supplies, better, faster and cheaper.
