Swansea council chief seeks more budget influence

Purchasing at the City and County of Swansea council is set to increase its influence, according to the new head of strategic procurement.

Philip Pennells said the corporate procurement unit, which was created last year and now handles the council’s full £140 million purchasing budget, would “be more active in contract negotiations for education and social services transport”.
