The Carter review of payroll services was launched in response to complaints about excessive regulation - will it help?

Responding to UK small employers’ complaints that they are unfairly burdened by payroll compliance obligations, Gordon Brown announced in June 2001 that there would be a review of payroll services to new and small enterprises. The review was led by businessman Patrick Carter, and its purpose was to find ways to reduce the cost of compliance.
