As Recruiter goes to press for its final 2013 edition, the Autumn Statement has been made, and Chancellor George Osborne has bared his teeth for a year-end growl at some of the government’s long-standing hobby horses in the employment and recruitment arena — tax avoidance, offshore intermediaries and youth unemployment, to name a few.
